Development of Updated NEHRP Post-Earthquake Investigations Strategy: Phase I

SUMMARY

The primary objective of this task is to provide an updated replacement plan for USGS Circular 1242 that outlines the data coordination, collection, management, and analysis actions required of the NEHRP agencies (FEMA, NIST, NSF, USGS), working in partnership with other relevant national organizations (e.g., ASCE, EERI) following major future earthquakes.

This Phase I effort is intended to analyze existing resources and recently developed information to develop a preliminary framework for an updated USGS Circular 1242. A future Phase II effort will concentrate on developing a detailed replacement for USGS Circular 1242 that enacts provisions of the new authorizing NEHRP legislation, including assignment of lead agency responsibilities.

Work to be carried out under this task order includes: (1) project management and oversight, including the selection and confirmation of key project personnel; (2) preparation of a Project Work Plan; (3) update of the NIST project description; (4) collection and analysis of available post-earthquake inspection information; (5) development of a framework for update of USGS Circular 1242; (6) preparation of a draft and final reports; and (7) presentation of in-person status reports at NIST offices in Gaithersburg, Maryland, and at NEHRP Consultants Joint Venture offices in Redwood City, California.
